Borough Triangle is a triangular plot of land bounded by Newington Causeway, Borough Road and Newington Court. It is located between Borough Underground Station (a five-minute walk to the north-east) and the Elephant and Castle Roundabout (five minutes to the south-west).

Click here to see the site on Google Maps.

The site is located opposite the Inner London Crown Court and the Southwark Playhouse. Nearby local developments include 251 Southwark Bridge Road and The Kite at 87 Newington Causeway, alongside the wider redevelopment of Elephant and Castle to the south. These recent developments are testament to the ongoing growth of the area.

Current users

There are a range of existing tenants on the site, most notably Mercato Metropolitano, who have been operating on the site as a temporary ‘meanwhile use’ . Other buildings on the site include:

  • 83 Borough Road (London School of Musical Theatre)
  • 82 Borough Road (former chapel)
  • 69 Borough Road (Carpoint Vehicle Hire)
  • 56-62 Newington Causeway (Institute of Optometry)

Transport

The site is well-connected locally, as shown by its Public Transport Accessibility Level (PTAL) rating of 6b – the highest possible rating. Both Borough Underground Station and Elephant and Castle Station are within five minutes’ walking distance and offer Northern and Bakerloo Line tube services, as well as Thameslink National Rail services. There are a range of buses that serve the site, with routes heading north, south, east and west, as well as dedicated cycle lanes on surrounding roads.

The Borough Triangle site has been allocated for redevelopment by Southwark Council in the draft New Southwark Plan, under NSP44 (Newington Triangle). The allocation seeks the delivery of new homes, workspace, retail, community or leisure space, and open space. The draft allocation also recognises that there is an opportunity for tall buildings at Borough Triangle.

Borough Triangle sits at the northern gateway to the Elephant & Castle Opportunity Area, within the Central Activities Zone and Elephant & Castle Town Centre. The London Plan (2021) identifies capacity for 5,000 new homes and 10,000 new jobs at Elephant & Castle.

There are no listed buildings on the site; it is also not within a Conservation Area and there are no designated strategic or local townscape views that cross it.

Previous Planning History

The site has a long and complex planning history. Both Hollybrook and Peabody have previously brought forward proposals for the site, with Peabody most recently submitting a planning application to Southwark in 2014 and subsequently withdrawing the application in 2016.

The vision is to create an exciting new neighbourhood that celebrates local culture and connects residents and the wider community at Elephant & Castle’s northern gateway.

Our proposals for Borough Triangle include:

  • 892 new high-quality homes, including 35% affordable homes by habitable room
  • 152 (25%) will be social rent homes, including 63 3 bed+ sized homes
  • A new, long-term sustainable home for Mercato Metropolitano
  • A dedicated c.5,000sqft community space
  • New office and retail space, generating footfall and promoting inward investment
  • 3,620 sqm of accessible new public realm (equivalent to 14 tennis courts), including a new public piazza, 98 new trees and a 56% net biodiversity gain
  • New green pedestrian routes, promoting sustainable travel, health and wellbeing
  • A future-proofed and enhanced connection with the Low Line public realm corridor
  • Sustainable, low carbon homes, responding positively to the Climate Emergency
  • Skills and training opportunities for Southwark residents, including c.60 apprenticeships, training opportunities and work placements over the project.
  • An estimated 324 jobs per year during construction and 596 jobs supported by the completed development, a net increase of 195.
